On November 19, 2025, Indonesia’s Ministry of Communication and Digitalization announced at a press conference that it is requiring Cloudflare to register as an Electronic System Provider (PSE) within 14 working days and begin blocking unlicensed gambling sites. If the company fails to comply, access to Cloudflare’s services may be fully restricted within Indonesia.
“Cloudflare must work with us. They should not accept every CDN request without evaluation. If a client harms Indonesia, they must not be served. This is what real moderation means — they are required to filter,” said Alexander Sabar, Director General of the Ministry’s Digital Space Oversight Department.

According to the ministry, of the 10,000 unlicensed gambling sites identified on November 1–2, 2025, more than 76% rely on Cloudflare’s infrastructure — primarily to mask IP addresses and rapidly rotate domains to evade state-level blocking.
Cloudflare remains on the list of 25 foreign digital service providers that have yet to complete mandatory registration under Ministerial Regulation No. 5/2020 (PM Kominfo 5/2020). Non-compliance may result in administrative sanctions, including a complete shutdown of access to the company’s services in Indonesia.
Given the large number of websites that depend on Cloudflare, site owners were advised to consider switching to alternative providers to avoid disruptions if Cloudflare is blocked in Indonesia.
“By issuing this warning, we are making it clear to everyone who uses Cloudflare’s services that they may need to look for other alternatives,” Sabar added.
At the same time, the ministry stressed that cooperation with global platforms remains open, but compliance with Indonesian law is a “red line”.
“We are always open to partnership, but the integrity and safety of Indonesia’s digital space is a shared responsibility — and there will be no compromise here,” he concluded.
